Dominican Government calls public tender for RD$2.476 billion (US$39 million) for works on the Duarte Highway

The Dominican Government, through the RD Vial Trust, has published a National Public Bidding process for the execution of road infrastructure works on the Duarte Highway, with an estimated total amount of RD$2,476,000,000 (US$39.4 million). The project aims to improve connectivity, road safety, and traffic flow along one of the country’s most important transportation corridors.
The Duarte Highway is the Dominican Republic’s main road artery and a strategic piece of national infrastructure, connecting Santo Domingo with the northern region and the Central Cibao, where a significant portion of the country’s industrial, commercial, and logistics activity is concentrated. Its modernization is essential to reducing travel times, strengthening economic competitiveness, and improving road safety, with a direct impact on the country’s economic and social development.
The project includes the design and construction of an overpass at kilometer 27+650, a vehicular bridge at kilometer 26+600, and the construction of marginal roads, to be carried out in the municipality of Pedro Brand, Santo Domingo Province.
The deadline for the submission of technical and financial proposals is February 12, 2026, in accordance with the official schedule published by the contracting authority. The tentative award date is scheduled for April 6, 2026.
The procurement documentation, including technical specifications, prior studies, bidding terms and conditions, and editable forms, is available through the official channels of the contracting entity.
Requirements for the Technical Proposal:
- Bid Submission Form (SNCC.F.034)
- Bidder Information Form
- Proof of being current with tax obligations before the General Directorate of Internal Taxes (DGII)
- Proof of compliance with Social Security obligations before the Social Security Treasury (TSS)
- State Suppliers Registry (RPE), issued by the General Directorate of Public Procurement
- Copy of the Commercial Registry issued by the corresponding Chamber of Commerce and Production (valid)
- Copy of the Articles of Incorporation duly registered with the corresponding Chamber of Commerce and Production
- Copy of the shareholders’ registry and minutes of the shareholders’ meeting expressly appointing the current manager or board of directors, registered with the corresponding Chamber of Commerce and Production
- Power of attorney authorizing RD Vial to verify the information provided
- Copy of the national identity card or passport of the bidder’s legal representative
- Ethical Commitment Form for State Suppliers, duly signed and stamped
- Due diligence and conflict of interest form (SNCCP-PROV-F-040)
- Simple sworn statement declaring that the bidder is not subject to the prohibitions set forth in Article 8, paragraph 3, and Article 14 of Law No. 340-06 and its amendments
Foreign bidders must submit equivalent documentation in accordance with the legislation of their country of origin, duly signed by the authorized representative, together with certified Spanish translations and the corresponding legalizations for recognition in the Dominican Republic.
